2. What is the basis for the Klamath Tribes' existence as a distinct sovereign entity?
The United States Constitution recognizes Indian Tribes as distinct sovereign entities. The Supreme Court has held that Tribes have both inherent sovereignty and the sovereignty accorded to them by Congress and the Courts. We believe that our sovereignty is inherent - it is, as the Supreme Court has held, an attribute of our indigenous or aboriginal existence.
Although our sovereignty has been diminished, the United States continues to legally recognize Indian Tribes as domestic dependent nations.
Homeless, others protest city's 'no camping' ordinance

More than 50 protesters chanted, "Neil is a creep! Let people sleep!" and other slogans as they paraded up and down Mill Avenue on Saturday night to oppose Tempe's Urban Camping Ordinance.
The protest was organized by the Free to Camp Coalition in reaction to the ordinance, enacted in 1997, that prohibits erecting shelters, laying down bedding for the purpose of sleeping, storing belongings, starting a fire, cooking or living in a vehicle in Tempe's public places.

"We realized that 60 (percent) to 80 percent of people travel with their animals," says Teller, 32, who opened her store four years ago. "A lot of people want to do fun, outdoorsy things but they don't know what to do or where to go. Since we have a lot of contacts here at the store, one thing just led to another."
In July, she and fianc Rick Frankel put together their first dog/owner adventure package: a camping trip for 12 people and 14 dogs to Steamboat Springs. The two-night trip included a daylong tubing adventure down the Yampa River.
"We tubed. The dogs swam. It was just the best time!" says Teller.

Swimming, sunbathing and shell-seeking are big at Silver Strand State Beach, a narrow, sandy strip located along a 7-mile isthmus that connects Coronado and Imperial Beach. The pretty, white-sand beach is sandwiched between the ocean and San Diego Bay, and local lore has it named for the tiny silver shells that cover its shoreline. The area has a wild, somewhat isolated beauty -- that is, when it's not crowded with overnight campers and day-tripping families.
The beach and bayside nature preserve, which can be reached by an underpass, are regulated by the California State Parks system.
