Riding high after back-to-back banner years, DeLorme loaded up his Utah-based business with new staff and an extra $150,000 in equipment inventory in 2001, only to have adventure travel fall off a cliff. Members of the Colorado Wilderness Network protect wilderness by connecting citizens to the land through hikes in to the proposed wilderness areas, fighting short-sighted oil and gas development projects in Citizens' Wilderness Proposal areas, and lobbying elected officals. The CWN advocates for the areas in the Citizens' Wildenress Proposal, safe-guarding these spectacular wild places until they can be permanently protected by Congress.

Colorado Wilderness Network
History of the Citizens' Wilderness Inventory
In the late 1950s, Colorado citizens began hiking into uncharted public wildlands in order to map and catalog ecologically special places that needed protection from an encroaching civilization. Citizens had no model of land preservation to follow at that time, but with documentation of what was at risk they hoped that Colorado's least known and least protected lands would survive for generations to come.

In 1964, the Wilderness Act was passed by Congress to create a National Wilderness Preservation System, which fundamentally changed how new wilderness areas could be recommended. The Act shifted much of the responsibility from the federal land management agencies to the American people and the legislative process. Since 1964, rather than having to wait for land management agencies to make recommendations through a time-consuming administrative process, citizens could now develop their own wilderness proposals and submit them directly to a member of Congress.

With the passage of the Wilderness Act, citizens focused their inventory work on identifying and documenting wildlands that met the definitions set forth in the Act, such as opportunities for solitude and non-motorized recreation, relatively unnoticeable signs of human work, and features of ecological or scenic value. Citizens compiled photographs, maps, and records and, in 1973, one of the first citizen wilderness proposals was completed for a Rattlesnake Canyon Primitive Area, located on Bureau of Land Management lands. (Citizens proposed it as a primitive recreation area because at that time BLM lands were not eligible for wilderness designation under the Wilderness Act.) This citizen effort bore fruit in 2000 when Congress finally protected Rattlesnake Canyon as part of the Black Ridge Canyon Wilderness.


BLM Lands Become Eligible for Wilderness Protection
In 1976 Congress recognized the wilderness value and ecological importance of BLM lands by passing the Federal Land Policy and Management Act (FLPMA). The Act directed the BLM to review lands within its jurisdiction in order to determine which areas contained wilderness characteristics, and by 1991, to submit a report to the President with recommendations for Congressionally designated wilderness.

The BLM in Colorado manages 8.4 million acres of public land. Of this, the BLM's original inventory in the late 1970s found 1.2 million acres to be free from roads and eligible for wilderness designation. BLM then determined that while a third of these areas did have opportunity for solitude and non-motorized recreation, those opportunities were not of an outstanding nature. As a result, in 1980 the BLM designated only 800,000 acres as "Wilderness Study Areas" (WSAs) warranting further review for designation as wilderness. Many citizens felt that the BLM used unreasonably narrow interpretations of the Wilderness Act when surveying its jurisdiction and therefore left many deserving areas without the WSA status.

During the 1980s, the BLM extensively reviewed these 800,000 acres. Citizens offered proposals to regional BLM offices across Colorado throughout this exhaustive wilderness review process. For instance, in 1986, Grand Junction citizens proposed wilderness recommendations for Black Ridge Canyons, Little Book Cliffs, Sewemup Mesa, and Hunter Canyon. However, after considering alternative uses for the WSAs, such as oil and gas leasing, in 1991 the BLM recommended only half of them, or 388,000 acres, for wilderness designation to Congress.


Colorado Citizens Lead the Way on Wilderness
In response, citizens compiled all of their 1980s-era citizen wilderness proposals, did additional inventories, and in 1994 released a Citizens' Wilderness Proposal for BLM Lands (CWP). Whereas the Colorado BLM recommended only 388,000 acres for wilderness designation, the CWP recommended approximately 1.3 million acres of BLM lands for wilderness designation.

The citizens' inventory process and wilderness proposal caused the Colorado BLM to reconsider the issue of wilderness on BLM lands. BLM recognized the legitimacy of issues raised by the Citizens' Wilderness Proposal, and on-the-ground changes which had occurred since its previous inventory, and agreed to review citizen-proposed areas on a case-by-case basis before allowing any projects (e.g., oil and gas leasing) that could destroy wilderness values. BLM also agreed to stop issuing oil and gas leases in citizen-proposed areas pending further review.

Subsequently, beginning in 1996, citizens participated with the BLM in reviewing six citizen-proposed areas on Colorado's western slope where development projects were being proposed. They explored and hiked with BLM officials and offered public comment and scientific reports. As a result of this reinventory, BLM agreed that approximately 120,000 acres within three citizen-proposed areas did indeed possess wilderness values that were not being protected by BLM management. To date, no congressional action has been taken to designate these lands as wilderness, and citizens continue to work to defend them, as well as many other citizen-proposed areas that were overlooked in BLM's original inventory.


Citizens Continue Wilderness Inventory
Beginning in 1999, citizens set out to identify additional BLM lands in Colorado eligible for wilderness designation. Hiking hundreds of miles across canyon country wildlands, over 400 volunteers and CWN members found many previously undocumented wilderness-worthy areas. In June of 2001, the CWN presented its wilderness findings on 20 areas to the public in open houses across Colorado. After receiving public comment at the open houses and taking in to consideration other additional feedback on the areas, the CWN added 17 new areas to the Citizens' Wilderness Proposal. Today, the Citizens' Wildernss Proposal calls for permanent protection of 1.6 million acres of canyon country lands.

Although much of Colorado's wild canyon country has now been surveyed and found to qualify for wilderness protection, because citizen inventories have always been dependent on citizen resources, there are still wild places that have yet to be documented. Colorado conservationists continue to work for an all-inclusive review of public lands to measure what is at stake in the face of ever-increasing development pressures.


The Colorado Wilderness Network is a coalition of more than 350 conservation, religious, civic, and recreational organizations, local governments and businesses committed to the wilderness protection of Colorado's wild canyon country. Steering committee organizations include the Colorado Environmental Coalition, Colorado Mountain Club, Sierra Club, The Wilderness Society, and Western Colorado Congress.

The trip to Rotorua was relatively uneventful until we reached the city itself. It literally stinks. There is so much volcanic activity that at any time the street could open underneath you and shoot out some steamy sulphery smelly muck. You can see steam rising all around the city and that gives it its' smell and the nickname - Sulpher City.

There are thermal baths, volcanic mud spas and such resorts all over and some showpiece thermal areas. Even our hostel had a thermal bath and I must say sitting neck deep in hot mineral water with cold rain dripping on your face is a wonderful experience.

What you say? New Zealand is supposed to be bungying, flying and such not relaxing..! Well relax the next day we booked into do whitewater rafting on the Kaituna cascades.

Rafting the Kaituna:
This was the first of the extreme things we did. 14 drops, grade V, including the highest commercially rafted falls - Okere at 7m! Fup. Our guides were great craic, really putting us at ease with phrases such as 'hode-on, get down' and telling us what to do 'if you fwip'. Off we went anyway the water warm due to the volcanic activity.

First off the guide made us stand up and look down the first 2m weir drop straight into another 5m drop. 'Forward, Forward, Forward, Hode-On, GET DOWN' splash! class, no time to recover, on to the next one. Some easier drops, once one standing up in the raft, until the big one. Okere Falls - stand up and look at it cos you can't really see the bottom. 'Forward, Forward' ahh sh*te, water everywhere, where did Maria go, she's not in the raft! Crap am I in the raft? Recovery ... smile for the camera : - ) .

Maria had gone for a swim, she didn't 'hode-on, get down' quickly enough. A little water did her no harm tho. You look back at the waterfall and watch the next raft flop over and wonder did I actually to that.

The rest was still good, including 'swimmers falls' where you swim down the rapid and river surfing where we surfed the rapid in the raft and I got dunked head first in the falls.
